But after the FTX collapse in 2022 and the subsequent global regulatory scramble, Japan suddenly seemed like a nation hesitant to embrace its own innovations.
Yet now, the phoenix rises from the ashes: With the license granted to Laser Digital Japan, a new chapter begins. The company can now call itself a "Registered Financial Instruments Firm" and provide institutional clients with liquidity for crypto assets. It’s a first but crucial step—because the mid-term goal is to evolve into a full-fledged trading platform.
Nomura: From Traditional Bank to Crypto Pioneer
What I find especially exciting is that Nomura, one of Japan’s oldest and most prestigious banks, is taking the lead here. The firm has been in business since 1925 and is typically associated with conservative financial solutions. In recent years, however, Nomura has recognized that digital assets aren’t just a passing trend—they’re a reality that can’t be ignored.
With Laser Digital, the company established its own crypto unit in 2023. Now, it’s set to establish a foothold in Japan—and that perfectly aligns with Nomura’s strategy of bridging traditional finance with digital assets. Eiichiro Yanagawa, crypto expert at Nomura, puts it succinctly: "Institutional investors want secure and regulated pathways into the crypto market." And that’s exactly what Laser Digital Japan aims to provide.
Why Liquidity Changes Everything
A longstanding challenge for many Japanese crypto exchanges has been a lack of liquidity. Banks are often hesitant to deal with Bitcoin and other cryptocurrencies, and without access to professional trading platforms, even major exchanges struggle with shortfalls.

For now, the focus is on providing liquidity. But the ambitions go further: Laser Digital Japan plans to offer institutional trading services—professional trading in Bitcoin, Ethereum, and other major cryptocurrencies. This would be a massive leap forward, as institutional investors could finally bring the stability and credibility the market desperately needs.
Paolo Ardoino, CEO of Tether—a major stablecoin issuer and partner of Laser Digital—sees this as a historic opportunity: "Japan has the potential to take a global leadership role in crypto adoption—if the right conditions are in place."
Industry Reaction: Hope and Skepticism
Not everyone is thrilled, of course. Some experts warn that regulatory barriers for smaller players remain too high. The Japan Virtual Currency Exchange Association (JVCEA) is calling for fair opportunities—not just for corporate giants like Nomura but also for startups.
Still, most voices are optimistic. BitBank is excited about the new liquidity, and others in the industry see the license as a sign that Japan is reclaiming its innovative edge.
Japan as a Blueprint for All of Asia?
Japan’s development could set a precedent. While countries like Singapore or South Korea already have advanced crypto regulations, Japan has yet to fully realize its potential. The reinstatement of licenses could be a wake-up call—not just for the industry but for the entire financial world in Asia.
At the same time, a major question remains: How will Japan manage the risks? Scams, market manipulation, and collapses like FTX have eroded trust in crypto. While the FSA insists future licenses will be rigorously vetted, only time will tell if that’s enough.
Cautious Optimism
The license for Laser Digital Japan isn’t a silver bullet, but it’s a vital step in the right direction. Whether the project succeeds will depend on whether the FSA continues to trust the market—and whether institutional investors are truly ready to bet on Japan’s crypto future.
