Finally, a clear message: “We urgently need a modern infrastructure,” says an FSA insider, stressing how crucial this step is for the country’s competitiveness. The Tokyo Stock Exchange, operated by the Japan Exchange Group (JPX), plays a pivotal role—and its chairman, Atsushi Saito, warns unequivocally: “Without this reform, we won’t just lose capital; we’ll lose our position as a financial hub entirely.”
Why Japan Must Act Now
The reasons are stark: Japan suffers from chronic investor reluctance. An aging population, cautious attitudes toward foreign capital, and outdated settlement processes make the country increasingly unattractive. While global players like Singapore or the U.S. already operate high-speed systems, Japan’s infrastructure feels like a relic from the 1990s.
